Project Literacy Central Okanagan Society
The Project Literacy Central Okanagan Society (PLCOS) is a Canadian nonprofit organization incorporated as a registered charity (Business No. 107861270RR0001). Established in 1986, it focuses on improving literacy rates among adults, immigrants, refugees, and children in British Columbia’s Central Okanagan region.
Mission and Activities
PLCOS provides free, volunteer-driven literacy support through one-on-one tutoring and specialized programs. Its core services include:
- Adult education: Tutoring in English, mathematics, digital literacy, and exam preparation (e.g., GED, Language Proficiency Index, trades-entry tests).
- Immigrant support: English as a Second Language (ESL) instruction for newcomers, including refugees.
- Child literacy: Reading assistance for elementary students and early literacy training for families with preschool-aged children.
- Senior programs: Digital literacy training tailored to older adults.
The society operates with over 100 active tutor-learner pairs annually, funded exclusively through grants and donations.
Recognition
PLCOS was awarded Kelowna’s Volunteer Organization of the Year in 2019 for its community impact. Its model emphasizes volunteer training and personalized learning plans to help learners achieve employment, educational, and personal goals.
Organizational Structure
As a registered charity, PLCOS adheres to four core values guiding its operations: accessibility, empowerment, community partnership, and volunteer engagement. It collaborates with educational institutions and local organizations to address literacy gaps across generations.
