Communication Disabilities Access Canada

Communication Disabilities Access Canada (CDAC) is a Canadian nonprofit organization dedicated to promoting communication accessibility and social justice for individuals with speech, language, and communication disabilities. Established in 2001 by Barbara Collier and Hazel Self, CDAC operates as a charitable entity with a project-based funding model.

Mission and Activities

CDAC focuses on developing and implementing policies, resources, and educational opportunities that enhance communication accessibility. Its work encompasses research, conceptual framework development, and advocacy for inclusive practices. The organization aims to ensure that individuals with communication disabilities, such as those with cerebral palsy, autism spectrum disorder, Down syndrome, learning disabilities, intellectual disabilities, traumatic brain injuries, aphasia, dementia, ALS, Parkinson's disease, and Multiple Sclerosis, have equal access to goods and services.

Scope of Work

CDAC does not address the needs of individuals who are Deaf, deafened, or have significant hearing loss requiring sign language interpreting services, as those needs are met by other specialized organizations. Instead, it supports individuals who may use augmentative and alternative communication (AAC) methods. Through collaboration with various stakeholders, including community organizations, government groups, and researchers, CDAC fosters understanding and accessibility in diverse settings.

Current Operations

As of January 1, 2022, CDAC operates solely as an online resource due to funding constraints, transitioning from its previous operational structure. Despite this shift, its resources continue to be utilized widely by individuals with disabilities and professionals internationally.

Partnership and Legacy

CDAC has played a significant role in the establishment of Communication Access to Justice (CAJust), a national organization dedicated to ensuring equitable access to the justice system for people with communication disabilities. CAJust builds on CDAC's past work, particularly in the area of Communication Intermediaries (CIs), which was championed by Barbara Collier, CDAC's Executive Director. CAJust continues CDAC's legacy by advancing access to legal services for individuals with communication disabilities.
